FAIL-SAFE VOTING: It’s as simple as 1,2,3

1 — OPEN (OR DISCLOSED) SOURCE SOFTWARE: 
        All electronic voting machines and tabulation devices shall use open  (or disclosed) source software.

2 — PAPER BALLOT: All election technology shall allow a voter to
        (a) mark (by hand or ballot marking device) an optically scannable
               and human readable paper ballot,
        (b) inspect their ballot to verify and confirm their vote(s), and
        (c) have their ballot physically placed in a ballot box which undergoes
               secure, rigorous chain-of-custody safeguards.

3 — COUNT IN EACH PRECINCT: 
        All ballots shall be counted at the precinct, or poll site, where they were cast, upon close of polls, and the results publicly posted.
